There are currenly five clowns dressed as Ghostface, Al Capone, Freddy Krueger, Chucky, and The Punisher on a mass murder spree across Tokyo.
Detective Raiden is joined by an anti-clown weapons developer/mission control woman with a crush on Raiden and is said to be great at sex, and a computer hacker/assassin teen girl wearing Taisho-era clothing and wields an Indian pata. They all had their loved one's killed by the clowns and want revenge.
The clowns were created 20 years prior by a serial killer/Nobel prize winning scientist who acts like Joaquin Pheonix's Joker, including killing a talk show host after confessing to murder, mixed with Jigsaw and believes fear of death brings peace or something. He built an army of clown cyborgs with terminator levels of durability, (decapitation does literally nothing. They can only be killed with massive amounts of electricity, flash freezing with liquid nitrogen, or similar total body destruction), and put his brain in a computer that controls the clowns remotely, after being mortally wounded by Mission Control woman's detective father. Now a pair of government agents found the control center and are using the clowns to bring world peace through mass murder, because everyone has brain implants to monitor for thought crime so police can arrest people preemptively, a la Minority Report.
Killer Clown is obsessed with detective Raiden because he's the only person who achieved peace while believing he would die. (Because seeing them die mentally broke hime and he wanted to meet his fiance and brother-in-law in heaven.)
There's plenty of graphic body mutilation and slasher movie deaths, including a take on the reverse bear traps from saw. Did I need to see a kid burned alive in the first chapter, or a detective dissolving in acid?
Explaining the plot is the only way I can process how stupid it is.
